# Czech foundation modifications — 2026-09-15

INS-141-A extracts the exact selected Czech ispell 20040229 members without
changing raw bytes. Original affix notices and GPL version 2 text are preserved.
The unchanged CNK SYN2015 September 2016 comparison-release ZIP is retained.

The independent offline generator decodes the selected source fields, excludes
unsupported expressions and frozen categories, expands the approved original
ispell subset, attaches exact-surface CNK counts, applies the frozen thresholds
and dense ranking, and removes every canonical 2–3-letter candidate. It creates
NFC inventory, provenance/curation ledger and compact IAG2 data. All other sources
and control-only corpora are excluded. No lemma-frequency propagation occurs.

The combined derived dictionary is GPL-2.0-only; original CNK data retains
CC-BY-4.0 and the credits in NOTICE.md. Complete preferred modification source is
delivered by tools/build-cs-source.mjs, including raw inputs, policies, generator,
encoder/schema and standalone reproduction. It is unpublished in INS-141-A;
accessible static source delivery alongside binary publication belongs to INS-141-B.
